Garam was the son of a chief of the only town whose people gave permission to Aiel to take water on their land during their wander in the time of the Breaking.[1]

He is slight, dark-eyed with a tough and competent look. He is not much older than Rhodric who is twenty years old when they meet. He sits on horse back and wears a sword over his long leather shirts sewn all over with metal disks.

He appears in the Second vision of Rand in the ter'angreal of Rhuidean.[2]
His father allows the Aiel access to water but not without interest, as after their leaving the wells will become theirs. He reveals that his father has an Aes Sedai advisor who encourages him to leave the mountains and move east. Later they will go on to found the city of Cairhien.
Centuries later, Aiel discover that the people of that small town formed the nation of Cairhien, so in 566 NE the Aiel gifted the Cairhienin with Avendoraldera, a cutting from the great chora tree Avendesora, and right of passage through the Aiel Waste, so long as they carried a banner with the trefoil leaf of the tree. [3]
This lead later to the unfortunate story of Laman Damodred.
The plan of Aes Sedai having Tar Valon built by Ogier is also mentioned. So as people thinking Aes Sedai destroyed the world once and they seek to rule it again.
