Nemaira Eldros was an Aes Sedai who lived after the Breaking of the World and before the founding of the White Tower.
History
Circa 47 AB, Nemaira was one of more than twelve women who sat for her ajah (note the lowercase), in discussion of building a new city as a center of Aes Sedai power.
It is not clear if Nemaira and her group of Aes Sedai refused to participate in the building of Tar Valon or instead voluntarily joined one of the other seven groups that became the traditional seven Ajah of the White Tower.
In the first case most probably Nemaira's group was forced to bow by Elisane Tishar, the fist Amyrlin Seat, as in other similar cases.
