Rosil is an Aes Sedai of the Yellow Ajah.

She is slender and tall, with a long neck.[1]
Strength and Abilities[]
As a member of the Yellow Ajah, she has the Talent of Healing.
We don't know her strength in the One Power, but she is put in charge of the Aes Sedai manning the Healing station in Mayene during the Last Battle, implying that she holds some high level in the Aes Sedai hierarchy and possesses a high strength in the One Power.
History[]
She is known for her skills in helping Aes Sedai grieve the death of a Warder. [2]
Activities[]
Rosil is appointed Mistress of Novices after the Tower is reunited.
Rosil is one of three Yellow sisters who accepts Nynaeve al'Meara as a full sister before she is actually raised. She explains to Nynaeve that she has been so welcoming because she is impressed with how effective Nynaeve's new weaves are.
She leads Nynaeve to her test to become Aes Sedai, where she allows Nynaeve to break custom by allowing her to leave her Great Serpent ring on the finger of her choosing and by allowing her to speak. When Nynaeve finishes her raising test and returns from the ter'angreal, Rosil Heals her. She then stands aside as the Sitters debate whether Nynaeve actually passed the test, and concludes the ceremony as tradition dictates when they have made their decision.
After a meeting of the Hall, Egwene comments that while Rosil has been lenient with her so far, she would never allow Accepted being put in danger.
During the Last Battle, Rosil is the Aes Sedai in charge of the Healers stationed in Mayene during the Last Battle.[3]

It is unclear why Egwene decided to change the Mistress of Novices. The previous title-holder in the White Tower, Katerine Alruddin was Black Ajah, while her predecessor, Silviana Brehon, became Egwene's new Keeper of the Chronicles. This does not, however, fully explain why Tiana Noselle did not resume the post within the Tower that she did with the Rebels. The reason is likely to be political. A change in roles represents the fresh start Egwene wants for the Tower and also fits with her decision to treat the Rebel Aes Sedai faction as rebels by making them apologise for their part in splitting the Tower.
Rosil may or may not continue as Mistress under the new Amyrlin Cadsuane Melaidhrin. Similar to the role of a Sitter, the Mistress of Novices is a position that is normally given for life or until the holder chooses to resign. An Amyrlin may choose to replace her at any time, but it is not true that they are automatically changed when a new Amyrlin is elected.[4]
