Honor is supremely important to the Seanchan. To them, a word of honor, once given, is final and considered absolute. For the Seanchan, honor and status are directly linked with looking someone in the eyes. Therefore, the Old Tongue word sei'taer, is presumably given to those of The Blood. Among the Seanchan, to say that someone "has sei'taer" or "is sei'taer" means they have "face," or honor. "Face" can be lowered or earned. It can also be lost.
