Strom was a bouncer working for Saml Hake at the Dancing Cartman in Four Kings.

Strom, Jak, and Saml Hake hold Rand al'Thor and Matrim Cauthon prisoner through threatening behavior. They are prevented from leaving the inn and escorted to their rooms by the two bouncers. One of the two waits in the hallway outside their room and the window is barred.[1]
It is unclear whether they were Darkfriends and working with Howal Gode, willing to help him for a price or entirely oblivious to Gode's intentions towards the boys.
