Marath'damane are viewed by Seanchan culture as power hungry and dangerous (for a reason). They are considered to be able (and are) to cause physical harm to one's physical person, and they are considered to be a danger to society by their scheming nature. Because the Aes Sedai which Luthair Paendrag found on the Seanchan continent had been seperate from the White Tower in Tar Valon since the Breaking of the World, they did not have access (or possibly chose not to pursue a way to gain access) to an oath rod with which they could have retained the three oaths of Aes Sedai in the West Lands. Luthair found them to be exercising the One Power over those who could not channel the One Power (the vast majority of society) to rule as petty lords/ladies squabbling with each other for power as the masses suffered beneath their selfish goals.
That is why Luthair Paendrag decided that all users of the One Power must be leashed for the greater good; it was for the protection of the rest of society from their super-human tyranny. The abilities of even the weakest and least trained channeler can easily kill an average person. Luthair found an entire continent living in fear and grovelling at the feet of the power mad channelers. It is no wonder why he viewed them and their attitude toward goverance as a threat to the safety and well being of any society.
