Shemerin initially was Aes Sedai, her demotion by Elaida was against the Aes Sedai laws, I suppose that she was still bound to the three oaths after the "demotion", the demotion was also not accepted by the Aes Sedai rebels, so stated that the latter regained the Amyrlin Seat, the demotion should be considered as illegal, illegitimate, annulated or never happened. In Addition, Elaida was an illegitimate Amyrlin Seat, promoted and raised by Black Ajah.
